My Views On Our Issues

Our 7th House District has always been my home, and I have spent most of my time working for our neighborhoods in a variety of ways. The most dynamic communities in Delaware are in our 7th District!

My mission is to empower our 7th House District by fostering community engagement and advocating for improved public safety, affordable housing and enhanced access to education and healthcare. I envision a vibrant, inclusive community where every resident has the opportunity to thrive in safe and affordable housing, quality education, and reliable healthcare.

Together, we will build a resilient neighborhood that reflects our shared values and aspirations, ensuring that every voice is heard and every family can flourish.

Economic Opportunity

  • As co-chair of Delaware’s Living Wage Coalition, Larry worked with politicians in Dover and across the state to advocate to increase the current minimum wage of $8.25 to $15. Raising wages translates into more money being spent on goods and services, creating more jobs, and stimulating the economy.

Criminal Justice Reform

  • Larry believes that proactively engaging at-risk youth before they enter the corrections system is the most effective form of criminal justice. For decades he has guided and mentored young people to reach their full potential as productive, caring, and responsible citizens.

Equal access to quality education

  • Larry will strive to secure funds for maintaining and expanding early childhood education and after-school programs, and seek to optimize student utilization of the SEED (Student Excellence Equals Degree) Scholarship program.

Combating the opioid crisis

  • Expanding access to substance abuse treatment programs and strengthening oversight of opioid prescriptions is important to Larry. The opioid crisis is unfortunately affecting neighborhoods of the 7th District.

Pay Equity for Women.

  • Women, on average, earn less than men in nearly every single occupation. 41% of women are their family’s sole source of income, and women account for 83% of U.S. consumer spending. Women deserve equal pay for equal employment.

Environmental Justice

  • Larry will work with legislators to develop, implement, and enforce sustainable environmental policies, maintaining the Coastal Zone Act, and reducing pollution.

My Only Agenda Is You And What Matters To You And Your Family

Public Safety is the most pressing issue. Second is the lack of affordable housing. It’s a real struggle faced by friends and neighbors across our district. As vice-chair of housing, I will continue to work closely with developers and local organizations to create more affordable housing options that fit our community’s needs.

I supported legislation establishing the Affordable Housing Task Force, a housing initiative that brought together local government, developers, and stakeholders to create a pathway to address the deficit in affordable units. I have also supported programs that help current homeowners with repairs and high energy costs, ensuring they can stay in their homes.

I have organized regular Greater Claymont Public Safety Meetings, bringing together NCCPD, Troop 1 State Police, our Claymont Fire Company, DelDOT and local elected officials to hear residents’ concerns, priorities and solutions in a community-centered town hall format. Improving relationships with the police instills greater trust and better communications between the community and our first responders.

I have advocated for and voted to increase funding for effective after-school programs and pay for teachers. I also maintain consistent communication with our schools, parents, and students, like Principal Woods at Maple Lane Elementary School.

I’ll create a “Local Business Fund” to provide grants for startups and small businesses in our area. Additionally, I want to host job fairs that connect local talent with businesses looking to hire.

I have supported mobile health clinics and mental health resources in underserved areas. I organize Claymont Community Day and Health Fairs in our district, where our families can connect to health services providers and their information.

I have hosted monthly “Coffee with Larry” sessions, the second Friday of every month, at 8:30 am at the Java Bean Cafe in Claymont. Local residents chat with me about their concerns in a relaxed environment. Your voice matters, and I love to hear from you directly.

I’m passionate about our environment. I plan to initiate community clean-up days and work on policies to promote green spaces, ensuring that our parks and neighborhoods are clean and vibrant.

I’ll continue to encourage residents to support our local small businesses. I also ran the Community Workforce Bill, requiring local hire for large, publicly funded construction projects. I look forward to supporting the bill, once it comes back.

I believe in preventative measures. I’ve supported, volunteered for, and voted for funding youth programs that offer mentorship, workforce development training, and pre-apprenticeships, helping young people find constructive paths instead of turning to crime.

I’ll create and chaired the Delaware Justice 40 Oversight Committee, and included Community Ambassadors, from diverse backgrounds, to ensure their voices are included in decision-making. I want to implement policies that directly address their specific needs and concerns utilizing final findings and recommendations of that Committee.

I have organized four successful Claymont Community Day & Health Fair Events. By organizing community upliftment days and celebrating community volunteerism, it creates a norm of sharing opportunities. This is how we can continue to strengthen our community bonds and empower residents to make a difference.
